Torque converter lock up??? 700 1988

I own 2 Volvos 88 740 B230 NA and 87 240 B230 NA
Both have auto transmissions.
The 740 performs a converter lockup at exactly 46 MPH if in 4 the gear. This is apparent as the RPM's are in lock step with speed. Below that 46mph point the Rpm's will move up and down at a given road speed depending on power applied. I can actually feel the lock up occur as a very gentle lurch and a observe a slight rpm dip.
However the 240 does not perform this torque converter lock up under any circumstances. Is that a problem with the tranny on my 240 or is it normal.

Haynes and Bentley are silent on this subject but it would seem that the 740 has the AW71 and the 240 has the AW70. Is this the differenece between the AW70 and AW71 transmissions?
