I'd agree with Steve. Sounds like your pre-pump is either dying or dead. Perform the test where you listen at the gas filler hole for the pre-pump... if its running it should be pronounced enough to hear by just putting your ear to it.

Additionally, before you get a new one pull the access panel under the floor in the trunk/back of the car and make sure the sender looks alright from the outside... it may be so corroded it should be replaced at the same time. I would also suggest you order your parts from one of the following:
