Poor AW tranny shifting 700

What are the “normal” shifting RPMs for AW automatic tranny.
Mine shifts at extremely high RPMs, unless I let go off gas pedal
in which case it will shift much earlier.
Adjusting kick-down cable from too tight to too loose made no difference.
Cable is not broken. I have checked it. Tranny has clean ATF, and enough
of it.
I basically press the pedal to get going, an then prior to reaching RPMs
in access of 3500, I let off a bit, and it shifts nicely. Otherwise, RPMs
just keep building up, and there is no shift. Down shifting is fine.
This problem only effects 1 – 2, and 2 – 3 shifting.
