Are my springs sagging? 700 1986

My '86 744 has mudflaps on the rear, and every time I go into a driveway, or over a dip (always when I am going slowly), I get the scrrrrrrrape of the mudflaps. Does this mean my springs are shot, or sagging? I recently put 150 lbs. of sand on the shelf above the spare tire part of the trunk (below the rear shelf), but it was doing it long before I did that. And, if spring replacement is indicated, how hard is that to do and what tools do I need?
