Rally Dash Cluster questions 140-160 1970

The inop lights are most likely related to the mechanical rheostat. When I put mine in, it had been sitting for some time and exhibited the same problem. I used electrical contact cleaner and turned the knob back and forth (about 300 times) and they now work fine. I put mine on the bench and hooked up power to the lights to work on them. Another alternative is to switch the spade connectors on the rheostat which will bypass the dimmer and give you full brightness all the time--I find that I never dim mine anyway. The gauges both not working would point to the voltage stabilizer, which you changed, kbut would be worth checking--the power to the gauges from the stabilizer should pulse between 0 and 12, giving an average voltage of about 8V.
