I will take a chance you are talking about the pre-1973s, with the ribbon speedo.
I have looked into that, but have finally stumbled upon a rally (GT?) gauge set, which as George said is your easiest solution.
I bought an instrument cluster from a '70 to do some playing around. My thought was to pull all the insides, and use the box. The box opening measures 2 1/2" X 11 1/2". The 2 1/2" will get you the small gauges placed, but doesn't allow for a speedo and/or tach. If you do some trimming, you can open that up to 3". leaving a 1/4" lip against which to mount your plate with the gauges. Futhur trimming just where the tach and speedo go can open up to 3 1/2", and I know there are 3 1/8" speedos and tach available.
So, that would work, basically building your own GT set. The reason for trying to use the existing instrument box is, in the dash there is a 1/4" lip, bent inward, all around the opening, and that wouldn't be an issue with the existing box. You can also keep the chrome-plastic trim, matching the rest of the dash. Downside, you would have those two ugly holes where the trip meter reset button goes, and the reostat, which I guess could be rigged-up to work.
The speedo and tach in the Volvo GT gauge set are 3 1/4", the smaller gauges 2 1/4". Autometer is making some good gauges, lots of hot-rodders are using them. I used a set to build my custom 544 dash, which I sold at the Volvo National meet in Sedona. The Stewart-Warner gauges are now made in Malaysa or somewhere, my hot rod shop has quit selling them because of returns.
