handbrake - is this normal? 700 1990

1990 740 base a/t sedan

My handbrake needs to be yanked pretty hard to be effective, and even when yanked harded, it doesn't seem to do too much. How do I tell what is normal/appropriate for it, and if something is worn, what should I look for first?

The cable? The shoes?

As you guys may have noticed, I'm trying to do some minor improvement/maintenance things to my car, which is why I have some frequent posting here. :-)
