1990 Volvo 240DL - Low idle, engine Stalls only in very cold weather. 200 1990

I have a 1990 Volvo 240DL 5sp. My engine is idling around 550 RPM, and should be at 750-800. The car stalls until it warms up (after about 10 minutes of driving) Since you can't adjust the idle on the 1990-1993, Bentley's says there could be problems with my vacuum, or fuel injection....or something else

My car doesn't have California emmisions, as a malfunctioning EGR causes low idle and cold weather stalling - so I can't look there.

I also cleaned my throttle body, and that didnt' help.

Any suggestions?
