reverse lights not working 200 1987

I was going to take my project car to get a state inspection today, but I noticed that the backup lights aren't working. The bulbs are both OK, and the sockets look OK to me also. It doesn't matter if I jiggle the shifter or not, the bulbs just don't come on.

Can someone please describe how this system works? Is there a switch, or relay, or both (and where are they located)?
