Front wheel dust cap 200 1986

I need to do adjust the front wheel bearings since they seem to offer more than a little resistance to freely spinning when the wheel is jacked up. Are the dust caps on the front wheels of a 240 threaded on or does it just get popped off somehow. What is the suggested manner to remove this to gain access to the wheel bearings. While i'm there I will replace the grease and check the bearings. Any suggestions on how to decide if complete replacement of bearings and races. I have new retaining washers and seals to use.
