strange idling problem - 940LE 900 1991

Hi,

I am experiancing idling problem with my 1991 940GLE. I noticed on a few occasions that the car would be idling fine. But after driving a bit of a distance, whenever I come to a traffic light (or about to cut off the engine with the gear lever at N or P), the idling would surge to 1300 rpm or sometimes to 1500rpm and would remain there. Revving the car does not help. I have taken the car to have the engine tuned (twice) but the problem came back a few days later. Whenever the car revs at 1300 rpm or 1500rpm, I would cut the engine and re-start it and the car would be idling at 850rpm.

I have checked the FAQ but really have no idea what could be the problem. I appreciate all comments.

thanks
