Dumb Question: Vaccum leaks? 700

Hello folks,

In an attempt to set up the throtle, I am trying to determine the base idle speed on a B230f engine by clamping the hose between the air intake bellow and the IAC with a pair of flat pliers (is the correct method?) and the engine rpm does not drop. Since the RPM did not drop, would it be fair to assume that there is a vaccum leak in the system?

The only way to get the rpm to drop and eventually stall the engine would be to pull the hose to the IAC off of the air intake bellow. I have just used the OBD to test the IAC motor and it seems to be operating normally.

What am I missing here and thanks in advance for your response.
