I believe the OBD system did not start until 89. O2 sensor is not used immediatly after start up, it must be warmed up to a certain temperature. "Complete tune up" at 120K should have included check of valve clearance and O2 sensor. I doubt the valve clearance is the cause as they rarely need attention. O2 sensor can cause performance problem and is easily checked with a digital meter. See 700/900 FAQ section for details. Cause of rough running when cold could be the engine coolant sensor.
