Idle adjustments to Regina system 700

I have a 1990 740 with the Bendix (Regina) injection system. I did the modification according to Volvo Service Bullitin # 28- 910 dated Dec 1993 in which you cut wires and move a connector at the computer. In that bullitin it says to adjust idle according to SB 25-704, Section 1.1-1.5. My local dealer does not have that Service bullitin in his file and I have a very bad idle. I have tried adjusting it according to the Bosch specs, but to no avail. Does anyone know what SB 25-910 says? Or has anyone found an approprate way to get these systems to have a consistant and smooth idle? Thanks!
