Throttle cable getting stuck, not returning to position 200 1992

Hi all,

My wife's car's problem is this, the cable is not retracting fully, the cable sags and gets caught which then makes it impossible to retract to the proper position or fully accelerate properly.

So the synopsis is that the cable is not being held in tension. I have lubricated it as much as I can from under the hood, then testing it (operating the cable manually until I'm satisfied with the action), I tightend up the cable just a bit but it is happening again. Is there a srping I should check on the accelerater pad end of this? Should I try to remove the cable and lube it that way?
