Emergency brake dragging 200 1984

I made the mistake of applying the emergency brake again today, and now both rear wheels are dragging. I thought I had already fixed the right one. I took it apart 2 months ago. The cable was free, and I put in new hardware. The only problem was the lever. It was so rusted that it would not retract. So I filed all the rust off it till it moved freely and put anti seize compound on it. I checked to make sure it retracted properly before putting it back together. It appeared to work perfectly. Now it is seized again. Does anybody have a trick to repair this problem? Would getting new levers help? How to you disconnect the cable from the lever?
