Foster's got it nailed. Especially with it being harder through the straight-ahead position.

The column U-joints tend to get kind of dry. Sometimes a blast with penetrating oil will loosen them up. Then follow up with some white lith grease or something to keep dust farther away from the working parts of the joints.

The most common cause for the lower to go bad is a missing or busted splash pan on the bottom of the engine. The most common cause for the upper? Who knows. It happens though.

Also, while you're at it, make sure you have ATF in the power steering fluid. About 75% of the cars I've seen have power steering fluid, which invariably finds leaks that otherwise go away with the proper lube in the rack. Plus the rack works better. That's just a side note.
