Wastegate Stuck 200 1985

I'm pretty confident that the wastegate on my 85 240 turbo wagon is stuck open. I've read the archives, and there are many postings that tell people to "check the wastegate". My question is HOW do I unstick it once I get in there?

Also, what will cause the wastegate to get stuck?

Note: The cat was recently changed a week ago, so it's not a back pressure problem. About a month ago I took the car to the shop who said the wastegate was frozen open & he fixed it, but it seems to be frozen open again.
