Couple of Questions... 200 1987

Hi there. Just wondering if anyone could help me out. I have an '87 245 and I've been trying to pass an emissions test here in Southern Ontario for some time now. When I first had the car tested...everyting was within the normal limits...except N.O. emissions...which were three times the acceptable level. Since then, I've replaced the cat., plugs, wires, rotor, cap, oxygen sensor and have used numerous fuel additives, etc. and I've still only managed to decrease the Nitrous emissions by a couple of hundred points ( still double the limit). What is the problem?? Is there a 'usual' culprit in regards to high N.O. emissions? Any advice would be GREATLY appreciated.

One more quick question...It is also very difficult shifting into first gear and sometimes second. Is this a serious problem or a character trait of the 240 manual trans.?
