Noise around top of air fliter (fuel regulater) 200 1983

I have a 1983 240 Turbo. There is a noise around the black housing for the air filter that seems to be coming from what I think is the fuel distibutor or regulator. This noise is consitant with a surge or loping in the engine at idle. Would anyone know what this could be.
