loose piece on exhaust 700 1986

I've finally found the source of the rattling in my 86 740 gle M46. Below the headers and past the bracket on the tranny, there is a cylindrical metal piece that covers the main piping. There is a little bolt that comes off the reveal a hole where exhaust can escape just below the cylindrical metal cover. So, this piece spins around freely and causes LOUD rattling. I'm trying to figure out how this is supposed to be fixed. I was thinking about disconnecting the part of the exhaust just below and pulling the rear muffle and piping off to see if I can get rid of the metal cover, but I think things are welded, and i might not be able to get it off anyway. I am wary of taping it with exhaust tape because that isn't _right_. What is missing that allows the metal cover to spin, and how do i fix it?
