O2 sensor gone, hole plugged.????? 200 1983

I just bought an '83 244 Turbo. As I examine systems I've found that the O2 sensor is removed and the hole filled with a threaded "plug". There's no trace of the lead that went to It.. I'm sure I need to replace it and will.

I'm curious about the reason it was removed. Engine appears bone stock otherwise. Can't think of any good things that would come of doing this. Tail pipe indicates way too rich. idle is uneven.
