Modine Rad Question 200 1991

I topped off the rad fluid in my reservior today since it was empty and the fluid pour out of a hole of the top RHS of the rad facing the engine. I recall a rubber type cork in the hole when I installed the new rad in last year. Does anyone know why Modine put a rubber plug in the top of the rad? I wonder if it is a pressure relief valve (albeit on the cheep side). I plug the hole with an expandable rubber plug device rather securely. Hope I did the right think. Any tips would be appreciated. Thanks!
