Noticeable loss of power - what to do? 700 1991

My 744 (non-turbo)has become significantly weaker over the past six months. It can no longer maintain speed on uphills and is starting to become a hazard when merging onto the interstate. I've tried the usual fuel injection cleaner fluids, but I detect no improvement in power. One friend suggested I install a performance air filter, but I don't want to cause further wear and tear.

The engine has 188,000 original miles, starts easily, and runs smooth. However, with the noticeable drop in horsepower, I wonder if a compression test is in order. Also, how do you know when it's time to do an engine rebuild? Is this a risky venture? Any suggestions or advice would be most welcome. Thanks!
