some tips on the 700 series needed 700

i'm a long time 240 turbo driver, but recently i spoke to a lady who is selling a 90 740 turbo with 90,000 miles, just getting broken in,haha however heres the problem its been sitting for a year becasue she had the turbo replaced and then a little while latter it just wouldent start, now i know the things i would check on a early 80's 240 but not having any experience with the 740's is there some stuff that could be causeing this that is with a newer model, electrical control stuff, or anything else you guys can think of, and like i said its most likely a turbo related problem, thanks in advance
