240 dl seized engine or slow starter ?

I had I problem with my car when the temperature was colder. Car did not start readily and had to be cranked longer and would quit if it was not thoroughly warmed up. This in all likeilhood caused excess gas to be injected along the cylinder walls. Three weeks ago the car would not start after sitting in the driveway a couple of hours from a previous run: the starter did only clik and the engine did not turn.

I changed the starter: the same click but no cranking.

I changed the oil and turned the engine by hand with a breaker bar connected to the crankshaft pulley. it did turn for one sixth of a turn degre without too much resistance with the spark plugs removed. I had the seven year old battery replaced by a new one with 600 cold cranking amps.

Now the starter cranks the engine when there are no spark plugs but not that fast. If I put in the spark plugs it does not crank but only clicks.

I want to know how I could tell if a) the starter is too weak (It is supposedly a reconditionned one and there is some kind of warranty on it)or b) if there is actually something wrong with the engine.

If something has seized in the engine, should not the resistance be the same as the engine goes through one complete revolution ?
