volvo 1991 240 erratic idling

Does anyone know what may be causing erratic idling with the 240? The fuel computer and the CIS motor was changed only recently but I'm getting the same symptoms again. And also what do you all know about the reliability of the steering rack of the 240? It's noisy when I turn to the left. Dealer says they may have to change the rack. The noise started only when it was 3 yrs. old and now getting worse. Thanks a lot.
