Seat belts?? 700 1987

All,

I have reviewed the archives and am still confused. I swapped my ratty cloth/leather seats with "new" leather seats from an 89 with character (seats not car). The problem is after installing the belts, I can't get them to pull out of the reel. The archive says hold perfectly level and pull slowly. Any other tricks? this is very frustrating. I drove to work with no belts and I felt naked.

Help!!!!
