Idle surge 700 1988

Can the Idle Air Control valve cause a sudden and quick spike in the idling rpm?

At a stop light the car can acutally want to jump up a little due to this. I've been through the FAQ, and have cleaned the throttle body (which was not too bad), reset the throttle position sensor and reset the idle to 750 rpm(this is a turbo with AW71 AT). New plugs, cap, wires so that is eliminated, also. Now I'm looking at the IAC. Anybody cleaned the IAC and cured this kind of problem?
