Power steering squeals always... 200 1987

I have a 245 with just over 250k miles. The power steering has started to make a squealing noise whenever you turn in either direction. It is the same noise that you hear when you are at the limit on either side (overload releif valve)
Also, there is a slight increase in steering input required.
The power steering belts are set OK.

Question: Is the Rack shot?? - there does not seem to be any other negative symptoms (slop, excessive erratic resistance)

Question: would a fluid flush help?

Question: Is there an internal filter that could be clogged?

Question: My older Volvos specified "F" type tranny fluid for the power steering pump.- Would an 87 require power steering fluid, or the same "F" type tranny fluid??
