unfixable mystery problem 700 1991

I have about had it with my 740 wagon. I have always driven volvo, but this time the problem is driving me crazy. I have owned this car a year and when I bought it, the car was is tip top shape and had a great tune up done on it. The car's problem is when I turn the key, the engine cranks, but doesn't catch. What makes the problem even worse, is when I have it towed somewhere it desides to start when it gets to the shop. Because it's running, the shop can't figure it out. They have done diagnostic testing and say the fuel system is good. The problem is somewhere in the ignition system I think. I have the regina fuel system. The last time the car got towed to the shop, they replaced the ignition wires. They said little current was making it though the wires causing the problem. Yet, later, it still has the problem. My guess is, that whatever is causing the problem is also frying my ignition wires because they should only be a year old. I just move to durango co and there seem to be no good volvo mechanics like my home town. I know how to use an ohm meter and have a chilton's diagnostic manual. Now I need suggestions!! I am getting used to getting around without a car, but I would love to have it back.
