Defective check valve? 700 1991

1991 745 B230FT 120K

Fuel pressure measured at the rail is about 40lbs. Pressure drops to zero as soon as the engine is shut down. I thought at first I might have a bad fuel pressure regulator. However when I clamp the output hose shut at the regulator when the engine is shut down the pressure still drops to zero. It would then appear that the check valve at the pump is defective- anyone concur? The car cranks longer than any I have ever had before firing up (anytime). Thanks for your opinions- and also thanks to Rick Mordahl for the plans for assembling a fuel pressure gauge for the LH system.
