I like a lot of what Fixer said, although I'm more prone to suspect something leaking than the sticking idle air valve.
Question: You said that it has starting problems if it sit for 10-15 minutes. That implies that it starts fine if it sits for < 5 minutes. Is that correct?
I much more suspect a fuel side issue; I think extra fuel is getting in is pretty likely, causing it to run very rich for a few minutes. The other possibility might be a little vapor lock, although I'm less sure about that.
Do you have the Bentley book? There are some procedures for checking the fuel pressure and control pressure in there that would be good to try. If your control pressure is out of line, it can cause it to run rich.
Also, there is a backflow valve by the fuel pump that should maintain a residual pressure in the system when the car is shut off. If the backflow valve is bad, the pressure would bleed down, and the lower fuel pressure and the heat under the hood could be allowing fuel in the lines to vaporize. If it's a slow leak, or if it's not extremely hot under the hood, it might take a few minutes for the fuel to heat up. You can test for this with the pressure tests above.
