Failed Inspection 200

My recent restoration turbo 240 glt wagon is on the road and running, however it failed inspection due too emissions. It was way off the board because of high levels of CO. I'm getting horrible mileage (8 mpg) and my fuel pump is buzzing (brand new). Do I just need to turn down the richness from the fuel distributor or is it a combination of things? Brand O2 sensor too, also replaced fuel distrubutor, and cleaned and tested fuel pressure regulator. All vacuum lines replaced as well and a brand new exhaust w/used caty. Please help.
