Failed Inspection 200

I dunno, seems like you've done "lotsa things" yet your car is running way rich. Rather than step through "how to troubleshoot a B21FT" I suggest you get out your Bentley manual and make sure all systems are set at nominal.

You replaced the fuel distributor? Why? Also, there is no way you could have done this without dialing in the mixture, shimming the fuel pressure return "jet", etc.

Running that rich it will be no time before you kill your cat.

What is the duty cycle?

Are any of the enrichment circuits stuck "on"?

Fuel pumps can be noisy, how is the intank pump?
