Failed Inspection 200

I just had this exact same problem in my '87. I needed a new fuel pressure regulator. Symtoms are everything you describe... high CO, poor gas milage, and buzzing fuel pump (because it's working way too hard). I ordered mine from fcpgroton, it was something like $35 (Bosch).

How did you test your regulator? If you disconnect the return line, gas should be pouring out when the car is idling. I connected a hose from the return side of the regulator and ran it into a jug to diagnose mine. Little or no gas ever came out.

BTW if you keep driving your car in this condition you risk plugging up your new (used) catalyst.
