David,

The jumper trick proved that both pumps were indeed working. I went on to check spark next. Since I already had new plugs and wires ready to install, I figured if I replaced them I would at least do no harm, therefore it was worth looking into.

I checked the resistance on each wire as I pulled them off and found #3 was totally dead, and #4 had an intermittent but strong short in it also. I'm hoping this was most of my no start problem. I put the relays back in and verified the car starts, it's a little rough but I'm thinking it should smooth out after I burn out all the crud from two missing cylinders.

The fuel filter is indeed difficult to get off. I couldn't budge the banjo bolts so I'm taking it to a club DIY event in 2 weeks and try again with help. There is also a slight leak (wet lines) on the lines about a foot away from the tank. I shold be able to replace them at the DIY event.

BTW, I'm going to post this separate for archive purposes, but the relays were a real PITB to remove due to the retention devices. I found that toothpicks wedged into each side retention device allowed the relay to be removed.
