less than average heater output 700 1988

I need more heat. Thermostat has been replaced, and water valve opens as usual. With the selector switch set on max AC, with outside air shut off, the heat blows very hot but the windows fog up for obvious reasons. When set to vent only, the heat is mediocre at best but good air volume is blowing. When set to floor and vent, fan is on but nothing blows out of vents.
In fact, whenever the floor is selected, no air blows anywhere. Any ideas?
