urgent help on 1982 245 200

My car has been sitting in the parkway because I cannot drive it. It failed the California "test-only center" smog check. On my result form, it failed because of a high HC level and a high idle in PARK (with engine running). What does a high level of HG mean? Can someone please tell me what I can do to fix these two problems? I plan to change the spark plugs and pour in a bottle of engine cleaner into the gas tank. I cannot find the idle adjuster to lower the idle speeed in PARK. Any help is greatly appreciated.
