Those are the two warning lights that my whole prior post is not relevant to!
The oil level light actually is an oil pressure warning. It is a yes/no switch thing, and says "no" (light on) when the wire from the light gets grounded. If you have no oil pressure, the sender grounds the circuit. If you have a wiring problem, like the wire is loose from the sender, or the wire is shorted to ground somewhere, then you can't tell what you have oil-wise.
The other light is the bulb failure warning. It comes on when the bulb failure warning relay detects an imbalance between the current draw of the right side and left side (of the selected lights only). If it remains on, either the relay is bad or there really is a bulb out somewhere. The selected lights are the brakes, front and rear markers, and low beam headlights.
Glad you passed the DEQ. Here we have the Texas Natural Resources Conservation Commission, or TNRCC, best known as train wreck - fitting, what?

PS Were you able to remove the bulbs without removing the instrument cluster?
If yes, has your arm returned to its normal configuration?
