Soft 'siren' sound when coasting 200 1991

In the past 2 weeks, my Volvo 240 has started making a very faint "siren" sound when I am coasting to a stop, or braking. Is this sign of major transmission trouble?

It literally sounds as if a police car or emergency vehicle is somewhere far away. Over the weekend, a few friends were riding with me, and they also thought a fire truck or emergency vehicle was approaching from far away. This soft "siren" noise is a faint whine that starts out at a high pitch and gradually lowers in pitch as I coast to a stop.

Due to bad weather, I have not checked out the engine in a few weeks. Is there anything I should check first? Could it be transmission trouble? Or problems with the brakes/wheels/bearings?
