Could I have a starter problem? 200 1988

Hi! I've posted intermittently, and always get great advice--so here's my question. My 88 240 wagon won't start when it's cold or wet/rainy. And sometimes, when I have started it and drive for only a few minutes, then turn it off again (like when I'm running errands), it won't start up again. The dashboard lights come on, though. I replaced the battery only a few months ago, and when I took the car in for inspection, I asked the guy to check the cables/wires on the battery (something people on this board advised), and they were fine. Also, when I bought the car used three years ago, I had an alarm put in, and the inspection mechanic thought that might be causing the starting problems, so he disconnected it--but it's still having the same problem.

I searched the site for "starter" problems, and there were a few posts from people who had the same problems as me. My problem: I don't service the car myself, and I'm not even sure what you guys are talking about in some of those older posts! :) So--Do I have the starter replaced, if it is indeed the starter? Any ideas on how much that costs? I'm in NJ.
