RPM needle....follow the bouncy ball 700

Hi All,
Sorry...I think this has already been answered, atleast I thought I saw someone else post this problem. But can't find it now on the board. So here goes...

'89 760 Turbo wagon.

When cold starting (i.e., after sitting all night)the rpm's jump to 1500, goes lower and dies. Try again...same thing. However...if I give her gas...just enought to hold the rpm's around 1500/2000 for a sec or two, then it's fine. She warms up and off we go. But I hate revving her like that, since I've been told it's bad for the turbo, since no oil is there yet.

Also...after warming up, and driving around, she idles about 750 in gear, but will jump to 1200 rpm's when I stop and put her in park.

I assume these two things are related to the same problem. But what's the problem?
