240 ac/power steering problems 200 1987

My wife and I recently bought an '87 240 wagon. The other day the air compressor clutch burned out causing me to have to disconnect the fanbelts from both the air compressor and the power steering. Though it is not too difficult to find a replacement for the compressor, it is just about impossible to get it primed. A local shop quoted me a price of $1100 to install a new air conditioning system. The air conditioner is not very important, but without the compressor clutch turning I can't use my power steering, and my wife cannot drive the car.
It seems like there must be some way that I can install a pulley in place of the air compressor in order to make the power steering work.

Any thoughts?
