OD problem (not switching on) and lack of boost. 200 1983

I just bought a 1983 240 turbo (b21et) with a broken turbo. I took a garret T03 from Saab 900 turbo and installed it.
problem 1. my exhaust manifold lacks 4 bolts, so it only holds on with 4 now, just a bit more sound, nothing more (or?)
problem 2. a bit of blue smoke coming occasionally when idle.
problem 3. OD does not switch on. nothing happens when I push the button on the knob. no lights, nothing.
problem 4. no boost. I installed a boost pressure controller and I think it SHOULD have "enough" boost but my boost meter reads about 0.05-0.1 bar max. I can hear that the turbo is up to speed but still no boost, no go. Any help?
