Calling all 240 turbo owners 200

It seems as if amongst the many rig jobs on my car which were performed by the previous owner, yet another is causing problems. Thing is, I don't even know what this part does, or what it is for that matter. It's on the head, intake side, near the front of the head (I'd guess between #1-#2) underneath the intake runners. It screws into the head, and has this short thick tube of about 1.5" length. On the tube are a pair of hose nipples. I can find at least two intentionally plugged hoses on the engine, one just a vacuum hose from the intake, another part of an elaborate hose system which eventually attaches to the distributor and what looks like a fuel pressure regulator underneath the intake manifold. So the question is, what does this thing do? Is there some reason why the PO would take it out of the loop? Thanks for the help.
