1984,245, jetronic system. Injector problems, need help

I have a 84, 245 with 345,000 miles on it. I have a mechanic repairing
a rear seal on engine. About 1 1/2 ago, I rewired the engine. The
harness was in bad shape. I soldered all my connections.
Here is what I have now. The car will not start. The mechanic thinks it is
the computer that is located on the side kick plate on the passager side.
This is inside the passager compartment.That is a Jetronic,
Bosch #0280-000-510. What I am told is the voltage at the injectors is very
low, less than 1 volt. I guess he tried to massure it. 0.6 volt on the+ side
and .15 volt on the -side. He has tried a 12 volt light bulb on the injectors
too. It just barrly flickers.Question. Is it up to the ECM to supply voltage
to the injectors and is the voltage dependant on any other component? A couple
years ago he replaced the section of the computer that is up by the
passanger side head lights.Is it possible that is from that section of the
computer rather than the one inside the vehicle? Is there a way to test the ECM and can you boost the voltage at the injectors?
At this time the car will not start at all. He said fuel pressue is fine.
He is getting a very fine spray out of injectors. He has told me that he can
pinch the return fuel line and get the car running but it is extremely rough
idiel. The guy is pretty sharp. He rebuild my turbo on my 93,940.He spent some
time in Sweden working as a mechanic but it was before the 84s came out.
This car is throwing him. I would certainly appreciate some advise on this.
Any advise would be apprciated. It is about a $200. gamble if he is correct or not.
