Your Q is more technical than I usually get, but maybe this will help. Those of your Q's that I do not answer, I cannot. I am assuming that you have the B23 engine, not a B21FT.
The computer near the w/w reservoir is the Ignition Control Unit, it manages the spark advance. It doesn't directly relate to the other unit, the Engine Control Unit or ECU, that is inside the cabin.
There is an indirect relationship between the ICU and the ECU in that if the ECU gets no signal from the coil, it goes to "no spark" position and shuts off the fuel pumps.

He is getting a very fine spray out of injectors. He has told me that he can
pinch the return fuel line and get the car running but it is extremely rough

Why would pinching the return fuel line cause a no-start engine to then start??
What is the fuel pressure? Haynes sez 27-32psi. Haynes also sez injector resistance is 16 ohms.
Does your main wiring harness show signs of crumbling insulation? The places to check are (1) the two thin wires exiting their harness down in back of the alternator (2) the wires exiting the gray connector located on the firewall about midway across the car. You might also look under the intake manifold at the insulation on the wires connected to the cold engine sensor and the temp gauge sender.
There are other brainier bricksters who will help. You can also look in the 700/900FAQ section, their B230F engines are very similar to your B23F. You have the LH-2.0 control system, and the later versions do have some differences.
Good Luck,
Bob
