Vacuum input to ignition module 200 1988

In checking for vacuum leaks on my '88 240 DL with a vacuum gun,I noticed that the vacuum actuator on the ignition module does not hold a vacuum.Does anyone know if this is normal? The car runs fine. I'm doing this in my ongoing effort to lower my NOX emission.
