soft brake pedal 700 1989

OK, I've posted about this problem before and got advice to replace the master brake cylinder, which I think was sound advice.

Symptom - soft brake pedal, goes 4/5 of the way to floor before wheels lock up, does not firm up by "pumping". I flushed and bled and bled and bled and could not get any improvement. So then I replaced the master brake cylinder with a brand new unit, bled and bled and bled some more, but it's no different!

What else could it be? The brake pedal in my other '89 740 is so firm, and this pedal is so soft. I use the same brake fluid and bleeding procedure in both cars (and my other vehicle) and have never seen anything like this before.

All advice appreciated!
